§ 31.06  COMPREHENSIVE EMERGENCY MANAGEMENT PLAN.
   (A)   Formulation. The Department shall write and implement a Comprehensive Emergency Management Plan (referred to as the interjurisdictional disaster emergency plan under I.C. 10-14-3-1 et seq). The Comprehensive Emergency Management Plan shall be adopted by resolution of the Board of Commissioners. In the preparation of this Plan, as it pertains to county organization, it is the intent that the services, equipment, facilities and personnel of all existing departments and agencies shall be utilized to the fullest extent possible. The Department shall update the Comprehensive Emergency Management Plan as needed to maintain compliance with state law, and shall develop a program to test and exercise the Emergency Plan.
   (B)   Content. The Comprehensive Emergency Management Plan shall satisfy the requirements of such rules and regulations as required by state and federal agencies and departments have jurisdiction over such matters. In addition, all emergency services within the county shall develop standard operating procedures, standard operating guides and checklists that are drafted subject to the requirements of the Comprehensive Emergency Management Plan; coordinate standard operating procedures, standard operating guides and checklists with the Department of Emergency Management; assure inclusion of the standard operating procedures, standard operating guides and checklists within the county Comprehensive Emergency Management Plan; perform the functions and duties assigned by the County Comprehensive Emergency Management Plan; and maintain their portion of the Comprehensive Emergency Management Plan in a current state of readiness at all times.
   (C)   Jurisdiction. Except as otherwise provided by law, the jurisdiction of the County Department of Emergency Management shall be comprehensive and inclusive county-wide and effective in both the incorporated and unincorporated areas of the county. The jurisdiction and applicability of the County Comprehensive Emergency Management Plan, and the exercise of any powers of the County Board of Commissioners, shall be comprehensive and inclusive county-wide and effective in both the incorporated and unincorporated areas of the county.
   (D)   Plans of political subdivisions with the county. To the extent any political subdivision with the county develops an emergency management plan for its jurisdiction, such political subdivision shall ensure that the plan is consistent with the requirements of the County Comprehensive Emergency Management Plan; coordinate the development of the plan with the Department of Emergency Management; and ensure inclusion of the plan within the County Comprehensive Emergency Management Plan. All political subdivisions within the county shall perform the functions and duties assigned by the County Comprehensive Emergency Management Plan and maintain their portion of the Comprehensive Emergency Management Plan in a current state of readiness at all times.
   (E)   Conduct of tests. Tests of the Comprehensive Emergency Management Plan may be conducted at any time with or without prior notification to persons other than the Director. All emergency tests conducted within the boundaries of the county shall be coordinated with the Department.
