§ 31.03  COUNTY EMERGENCY MANAGEMENT ADVISORY COUNCIL.
   (A)   Re-establishment of the County Emergency Management Advisory Council.  In accordance with I.C. 10-14-3-17, there is re-established the County Emergency Management Advisory Council which shall consist of the following individuals or their designees: the President of the County Board of Commissioners; the President of the County Council; the Mayors of each city located in the county; an individual representing the legislative bodies of all towns located in the county; the Sheriff of the county; the Director of the Emergency Medical Service of the county; and one commander of a local civil air patrol unit in the county, should the county form such a unit. The County Board of Commissioners may, from time to time, appoint additional members to Advisory Council who are considered appropriate by the Advisory Council.
   (B)   Quorum. A quorum shall consist of a majority of members of the Advisory Council.
   (C)   Advisory Council Officers. The Advisory Council shall elect a chairperson, a vice-chairperson and a recording secretary, who shall serve for one-year terms.
   (D)   Powers and duties of Advisory Council. Pursuant to I.C. 10-14-3-17(d), the Advisory Council shall exercise general supervision and control over the emergency management and disaster program of the county and select or cause to be selected, with the approval of the Board of Commissioners, a county emergency management and disaster director who has direct responsibility for the organization, administration and operation of the emergency management program in the county; and is responsible to the chairperson of the Advisory Council.
   (E)   Meetings. The Advisory Council shall meet at least twice each year, with the frequency, time and location being determined by the Advisory Council. As the governing body of a public agency, all meetings of the Advisory Council shall be open to the public and subject to the requirements of the Indiana Open Door Law (I.C. 5-14-1.5) and the Indiana Access to Public Records Act (I.C. 5-14-3). The public records of the Advisory Council are subject to the retention schedule adopted by the County Commission of Public Records in accordance with I.C. 5-15-6. et seq.
