§ 30.24  COMMUNITY EVENT CENTER MANAGEMENT BOARD.
   (A)   Creation. There is hereby created the Greene County Community Event Center Management Board ("the Board"). The Board shall consist of five members, all of whom shall be appointed by the Board of Commissioners.
   (B)   Member qualifications. All members shall be residents and taxpayers of Greene County, Indiana.
   (C)   Terms. The initial appointment terms shall be as follows: two members shall serve from the date of appointment until January 31, 2016; one member shall serve from the date of appointment until January 31, 2017; one member shall serve from the date of appointment until January 31, 2018; and one member shall serve from the date of appointment until January 31, 2019. Thereafter the appointment term for all members shall be four years; provided, however, the Board of Commissioners reserves the right to terminate any member's appointment prior to the end of the member's term of office.
   (D)   Compensation. Members of the Board shall receive no compensation for their services as members.
   (E)   Meetings. The Board shall meet no less frequently than quarterly, with the specific dates, times and places to be established by the Board at its organizational meeting and thereafter each year at its first meeting of the calendar year.
   (F)   Duties and powers of the Board. The Board shall be vested with the following duties and powers:
      (1)   The establishment and approval a budget to be submitted annually to the Board of Commissioners, including salary recommendations, equipment purchases, repairs, and other expenses related to the operation and maintenance of the facility;
      (2)   The development of short-term and long range plans for the provision of private and public financial support of the facility, including the authority to enter into agreements with and make requests to the Greene County Foundation with respect to the Foundation's Endowment Fund for the maintenance of the facility;
      (3)   The management of the facility, including the authority to enter into leases and rental agreements and contracts for the maintenance and repair of the facility;
      (4)   The establishment of a schedule of fees to be charged for the use of the facility;
      (5)   The approval and adoption of policies and procedures, including rules and regulations related to the use and operation of the facility;
      (6)   The hiring and supervision of employees, upon the authorization and approval of the Board of Commissioners;
      (7)   The maintenance of a full and complete accounting of all revenues received and all expenditures made in connection with the facility, consistent with general accounting principles as set forth by the Indiana State Board of Accounts;
      (8)   The maintenance of all public records a of the Board and the conduct all meetings consistent with the Access to Public Records Law and the Indiana Open Door Law (I.C. 5-14-1.5); and
      (9)   The performance of all other duties and the exercise all powers that may be delegated by the Board of Commissioners to the Board in connection with the efficient operation and maintenance of the facility.
   (G)   Establishment of Community Event Center Fund. The Board of Commissioners hereby establishes a fund that shall be known as the Community Event Center Fund.
   (H)   Revenue and expenditures. All fees, rents, and other revenues received by the Board shall be deposited into the Community Event Center Fund. No revenues deposited into the Community Event Center Fund shall be expended except for capital improvements and costs related to and the operation and maintenance of the facility.
