§ 30.18  EMERGENCY MEDICAL SERVICE.
   (A)   Emergency Medical Service. There is hereby re-established the County Emergency Medical Service (“the Service”).
   (B)   Emergency Medical Service Board. There is hereby created the County Emergency Medical Service Board (“the Board”). The Board shall consist of five members to be appointed as follows: one individual appointed by the Board of Commissioners from its membership; one individual appointed by the County Council from its membership; the County Sheriff or his or her delegate; one individual appointed by the County Hospital Board; and one county resident appointed by the Board of Commissioners. In addition, the Medical Director and the Emergency Medical Services Director shall serve as ex-officio members of the Board.
   (C)   Terms. The term for members who are elected officials shall extend from the period of appointment until the end of the term of office, unless replaced sooner by the appointing authority. The citizen member and member appointed by the Hospital Board shall be appointed annually.
   (D)   Compensation. Members of the Board shall receive no compensation for their services as members.
   (E)   Meetings. The Board shall meet quarterly, with the specific dates, times and places to be established by the Board each year at its first meeting of the calendar year.
   (F)   Duties and powers of the Board. The Board shall be vested with the following duties and powers:
      (1)   The review and approval of the budget to be submitted annually the County Council, including salary recommendations, equipment purchases and other expenses related to the operation of the Service;
      (2)   The purchase and maintenance of vehicles and equipment for the operation of the Service, upon the approval and consent of the Board of Commissioners and the appropriations by the County Council;
      (3)   The establishment of classification of ranks, grade and positions for personnel of the Service; and the establishment of reasonable standards of qualifications for Service personnel, and the fixing of prerequisites of training, education, experience and other job qualifications, with approval of the County Council;
      (4)   The establishment of a schedule of fees to be charged by the Service for the provision of emergency medical services to the residents of the county, with the approval of the Board of Commissioners;
      (5)   The appointment and supervision of an Emergency Medical Services Director;
      (6)   The approval and adoption of policies and procedures related to the operation of the Service;
      (7)   Administrative review of any appeals of disciplinary or firing decisions made by the Director; and
      (8)   All other duties and powers necessary and proper for the provision of emergency medical services to the citizens of the county.
   (G)   Duties of Director. The Director shall be the chief administrator of the Service and have overall responsibility for the overall daily operation of the Service. The Director shall answer directly to the Board. The Director’s specific responsibilities shall include the preparation of a budget for submission to the Board, the maintenance of records of account relative to the revenue and expenditures and the Service; the scheduling of employees; administration of payroll; the evaluation of job performance of Service personnel; the overall direct supervision of all employees of the Service, including, hiring, disciplinary and firing decisions with respect to Service personnel; the development and recommendation to the Board of standard policies and procedures for the operation of the Service; the administration of funds received by the Service; and all other ordinary and necessary responsibilities related to the operation of the Service. The Director shall have other responsibilities as may be determined, from time to time, to be necessary and proper by the Board.
   (H)   Effective date. This section shall be effective immediately upon its adoption.
