(A) The Board of Commissioners herein establishes a reasonable administrative fee in the sum of $25 to be paid by persons who require a new or change of address within the unincorporated areas of the county; provided, however, the persons shall not be charged the administrative fee if the new address is for an established property address within the county addressing system.
(B) Any city or town adopting this chapter may, at its option, establish and collect a reasonable administrative fee to persons who require a new or change of address within the jurisdiction of the city or town.
(C) The city or town agrees that 50% of any fees collected by the city or town shall be paid to the Clerk to defray the costs of administration and 50% may be retained by the city or town to defray its administrative costs.
