The legislative bodies of the respective cities and towns within the county shall have the authority to designate the name of any new street or highway that may be added within the jurisdictional limits of the governmental unit, whether the street or highway be public or private, or to change the name of the street or roadway. In the event a new street or highway is added, the governmental unit shall notify the Clerk of the county of the new name in writing and the name shall be added to the permanent record. The Clerk will then assign numbers to the properties adjacent to the street or highway. The Clerk of the county, or his or her designee, is hereby authorized to assign numbers to any public or private road or street in the county which provides access to three or more occupied buildings.
