§ 150.03  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADDRESS NUMBER. The number assigned to consecutive intervals along a street or road pursuant to the number assignment formula contained herein.
   ADDRESSEE. A family, individual, residence, business or industry which received mail at a delivery point.
   BASE LINES. The existing recognized roads or lines which divide the county into quadrants or sections.
   CUSTOMER. An addressee.
   BLOCK INTERVAL. The hundred-number interval distance between grid lines or the point where the next highest block designation is used.
   FRONTAGE INTERVAL. The distance in foot frontage along a street, highway or county road which is used to assign consecutive property numbers, beginning from the nearest grid or base line. The address system used by the county assumes FRONTAGE INTERVAL of 10.56 feet.
   GRID LINES. Imaginary lines or actual county roads which are located a specific distance from and perpendicular to or parallel to base lines. These lines indicate the point where block numbers change from 1,000 to the next higher thousand. GRID LINES are used to standardize the numbering of parallel blocks at the same distance from the base lines.
   INTERVAL. The distance along a roadway of 5.28 feet, there being 1,000 intervals per mile (5,280 feet).
   LOT. A designated parcel, tract, development or area of land which either is now being or will be used eventually for construction of a structure.
   NON-COMPLIANCE. Any failure to comply with the provisions of this chapter including, but not limited to, by way of example: a number out of sequence, odd or even number on wrong side of street, rural box numbers in a 911 address area, numbers improperly affixed, numbers illegible, numbers unclear, numbers obstructed, numbers not visible, numbers not present, numbers of improper size, numbers not in contrast with immediate background, weather-worn numbers, wrong numbers and non-approved numbers.
   NUMBER ASSIGNMENT FORMULA. Beginning from the point of origin, a house number shall be assigned for each interval, with each interval on the right side of the roadway as one leaves the point of origin being assigned an even number, and each interval on the left side as one leaves the point of origin being assigned an odd number. Left and right shall be determined from the perspective of a traveler moving away from the road point of origin in a forward motion.
   POINT OF ORIGIN. The end point of a road, which is the starting point for a numbering sequence.
   OCCUPANT. Any person, firm, entity, partnership, trust, corporation, association or other organization that is occupying or leasing a building or other property for a period exceeding 30 days.
   OWNER. Any and all persons, firms, entities, partnerships, trusts, corporation, associations or other organizations that own the fee title to, or have an undivided interest in, any building or property, which is subject to the provisions of this chapter.
   STRUCTURE. A residential home (including a mobile or manufactured home) apartment building, business or commercial building, industrial or manufacturing building, office building or a publicly owned building which fronts onto a public or private street or road.
