Upon approval of the petition for acceptance, the roadway shall be deemed a county highway under the surface designation stated in the petition. The county shall, thereafter, maintain the roadway under that surface designation. Acceptance shall not imply an obligation by the county to upgrade the surface
designation and all persons who are given notice of the petition for acceptance shall be presumed to have knowledge of the effect of approval.
