Before a private road shall qualify for acceptance into the county highway system, the road shall meet the following minimum standards of acceptance for its surface designation.
(A) Right-of-way. The right-of-way shall be a minimum of 50 feet or 25 feet on each side of the centerline.
(B) Pavement width. The width of the pavement surface shall be a minimum of 20 feet.
(C) Shoulders.
(1) The minimum width of the shoulder shall be four feet on each side of the pavement; provided, however, that, a minimum width of three feet may be permitted under exceptional circumstances related to the topography, terrain and the like.
(2) The slope of the shoulders shall be a minimum of one-half inch per foot and a maximum of one inch per foot.
(3) The materials for shoulders shall be #53 compacted aggregate base.
(D) Subgrade.
(1) Unless otherwise provided, the first five inches below the surface shall be compacted to at least 100% of the maximum dry density as determined by the provisions of AASHOOT 99, as modified in 203.24.
(2) During the subgrade preparation and after its completion, adequate draining shall be provided at all times to prevent water from standing on the subgrade.
(3) Unless otherwise provided, the roadbed below the subgrade shall be so constructed that it will have, as nearly as possible, uniform density throughout. In both cuts and fills, it shall be rolled with a three-wheeled roller weighing at least ten tons or with other approved compacting equipment capable of providing a smooth even subgrade surface. In areas not accessible to the roller or other equipment, the required compaction shall be obtained with mechanical tamps or vibrators. In any case, the upper six inches shall comply with embankment density requirements of the contract immediately prior to placing the materials thereon.
(4) All soft, yielding or other unsuitable material which will not compact readily when approximately dry shall be removed. All rock encountered shall either be removed or broken off to conform with the required cross section.
(5) Any holes or depressions resulting from the removal of unsuitable material shall be filled with satisfactory material and compacted to conform with the surrounding subgrade surface.
(6) Paving material shall not be placed before the subgrade is checked and approved and at no time when the subgrade is frozen or muddy.
(7) No hauling shall be done nor equipment moved over the subgrade when its condition is such that undue distortion results. If these conditions are present, the subgrade shall be protected with adequate plank runways, mats or other satisfactory means if hauling is done thereon.
(8) If limits of the work make mechanical preparation of the subgrade impractical, hand methods may be used.
(9) The condition of the subgrade as finally accepted and meeting all of the above criteria must continue to exist and prevail from the time that any paving material is placed thereon and continuing thereafter until all paving material has been completed in order that the paving operation shall not be delayed.
(E) Drainage.
(1) All backslopes shall be a minimum of one to four grade. They shall be seeded or sodded.
(2) All side ditches with over a 3% grade shall be of concrete construction for the side ditch. Where there is sodding or seed, it also must be limed and fertilized before seeding and same shall be maintained by the petitioner so seeking the acceptance of the road into the highway system.
(3) The minimum shall be 15 inches square aluminum or corrugated metal pipe. Squash is an arch type pipe. Length: minimum under property entrance shall be 24 feet or longer if necessary to maintain proper fill slope. Drainage areas for all structures under the main roadway must be calculated in order for correct size of structures to be placed and this must be done by a qualified engineer or Professional engineer (for example, some land surveyors are also “professional engineers”. A land surveyor who is not also a professional engineer shall not be so qualified under this act) and the plans so drawn up by the engineer shall include calculations of drainage area and structure size and the plans shall be furnished to the Board of Commissioners of the county prior to any work being commenced.
(4) The length of structures under main roadway shall be as required by fill base dimensions. Structure shall be aligned and provided with end structures or rip rap as required to prevent erosion.
(F) Aggregate base. After the preparation of the subgrade has been completed to the above requirements.
(1) Four inches of #53 stone conforming to the ISHC specifications shall be placed. This shall be rolled with a ten-ton roller and compacted to 100% dry density. After this, four inches of stone shall be applied and rolled to specification, then another four-inch layer shall be applied and rolled to 100% density. The above material will total an eight-inch depth and same shall be placed a total width of 30 feet.
(2) The crown shall conform to the finished surface, one-half inch per foot. Total equals three inches in 12 feet.
(G) Bituminous surface.
(1) The aggregate base will be primed with black asphalt MC-70, AEP, tar, RT-1 or RT-2 for prime coat. Same shall be applied from 0.50 to 0.80 gallons per square yard depending upon the condition of the surface. No course shall be placed on a primed surface until the bituminous material has penetrated and the surface is dry and until the aggregate base has been checked and approved. Provided, however, that, other types of surfacing and priming materials may be used if they are approved in writing and signed by the Board of Commissioners or their delegated representative prior to any obligation being incurred for the payment of same.
(2) Material for surface shall be hot asphalt concrete pavement Type B (using #11 stone);
(3) Thickness: three inches after compaction has been completed. Place 220 pounds, per square yard.
(4) Compaction: ten-ton roller.
(5) Placement: by machine in one lay.
(6) Unless otherwise approved by the Board of Commissioners of the county or its delegated representative, all materials and workmanship shall conform to the current issue of standard specifications of the State Highway Department.
(H) Ditches.
(1) Minimum of one foot below the outer edge of the shoulder on four to one slope, and of sufficient size to carry the surface water. A “paved side ditch” will be required on slopes over 3%. A paved side ditch must conform to ISHC specifications and shall be approved in writing by the County Highway Engineer, the County Commissioners or any personnel whom they may hire to make the determination. Minimum side slope shall be 0.5%. (The County Commissioners may not have a full-time County Engineer. In that case, the County Commissioners may seek the advice of any other qualified engineer in order to make the determination, whether or not he or she is actually being paid by the county for that particular purpose.)
(2) The minimum standards set forth above may be modified or amended from time to time by the Board.
