(A) The purpose of this subchapter is:
(1) To provide for roadways of suitable location, width and improvement to accommodate expected traffic and afford satisfactory access to police, fire-fighting, snow removal, sanitation, school buses and road maintenance equipment;
(2) To coordinate road development in order to compose a convenient system, avoid undue hardships to adjoining properties and assure compatibility with long range planning; and
(3) To establish an orderly and equitable procedure for the adoption of private roadways into the county road system.
(B) All persons contemplating the purchase of real estate in the county are cautioned by the Board of Commissioners to verify that the real estate is located upon a county roadway included in the county highway system. Do not presume that the contractor or seller will be able to obtain acceptance of the road without someone first, at his, her or their expense, bringing the roadway into compliance with the minimum standards set forth in this subchapter.
