(A) This chapter shall apply to the entirety of the county.
(B) All portions of former ordinances in conflict herewith are hereby repealed or superseded. This chapter shall become in full force and effect from and after its adoption and publication as required by law.
(C) Any act which would constitute a violation of this chapter which occurred prior to the enactment of this chapter, and which was a violation of existing state laws, shall be exempted from enforcement under this chapter.
(D) It is further resolved that this chapter be in effect 30 days after publication.
