(A) At large dog.
(1) No person shall permit any dog to run at large. Any dog found running at large is hereby declared to be a nuisance and may be taken and impounded by the Animal Bite and Neglect Officer. A warning ticket may be issued under this section at the discretion of the Animal Bite and Neglect Officer.
(2) No person shall permit his or her dog to interfere with passers-by or passing vehicles, chase or attack other animals or persons, or damage private or public property.
(B) Wild animals.
(1) No person shall keep or permit to be kept on his or her premises any wild animal for any purposes, except as provided in divisions (B)(2) and (3) below. This section shall not be construed to apply to zoological parks, circuses, performing animal exhibitions or research laboratories.
(2) Any person owning a wild animal prior to the enactment of this section shall be permitted to continue to keep the animal; provided that, he or she register the animal with the Animal Bite and Neglect Commission within 60 days of the enactment of this section.
(3) Any person possessing a valid state permit to possess a wild animal may continue to possess the animal; provided that, he or she registers the animal with the Animal Bite and Neglect Commission within 30 days after receiving the state permit.
(C) Kennels and catteries. No person shall keep more than 10 dogs and/or cats without written permission from the Animal Bite and Neglect Commission.
