(A) Establishment, duties. There is created and established an Animal Bite and Neglect Commission of the county, which shall have the authority and responsibility to:
(1) Make recommendations to the Board of Commissioners as to the necessary ordinances concerning control of dogs and other animals; and
(2) Make decisions regarding the allocation of funds and the Animal Bite and Neglect Fund for the various purposes set forth in § 91.99(C).
(B) Membership, terms, meetings.
(1) The Animal Bite and Neglect Commission shall be composed of five members, appointed by the Board of Commissioners.
(2) An initial term of two years shall be served by the first member, three years shall be served for the second and third members, and four years shall be served by the fourth and fifth members.
(3) The Commission shall meet at least once every six months and at other times as determined by the Commission.
(C) Animal Bite and Neglect Fund; establishment.
(1) There shall be established an Animal Bite and Neglect Fund, which shall be dedicated and utilized in the operation of the county for the Animal Shelter, Humane Education, Animal Bite and Neglect, and other purposes consistent with this chapter.
(2) All county license fees, fines or penalties imposed by this chapter shall be deposited into the Animal Bite and Neglect Fund.
