§ 91.03  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALTERED ANIMAL. Any animal that has been operated on to prevent it from procreating.
   ANIMAL. Any live, non-human vertebrate creature, domestic or wild.
   ANIMAL BITE AND NEGLECT COMMISSION. An advisory commission with regard to policy and fiscal decisions affecting the administration and enforcement of this chapter.
   AT LARGE ANIMAL. Any domestic animal not on his or her owner’s premises, or any dog not engaged in lawful hunting accompanied by his or her owner or custodian.
   CATTERY. Any person, group of persons, partnership or corporation engaged in keeping more than five unaltered cats.
   DANGEROUS DOG. Any dog that by its behavior has demonstrated it constitutes a serious threat to persons or animals.
   DOMESTIC ANIMALS. Any animal that is a member of one of the following species: cat, gerbil, pig, cattle, goat, poultry, chinchilla, guinea pig, rabbit, dog, hamster, rat, donkey, horse, sheep, ferret or mouse.
   HARBORING. The action of any person that permits any animal habitually to remain at large or to be fed within his or her home, enclosure, yard or place of business or on any premises where the person resides or that he or she controls. An animal shall be presumed to be HARBORED if it is fed or sheltered for three consecutive days.
   OWNER. Any person, partnership or corporation owning, keeping or harboring animals.
   PERSON. Any individual, firm, association, partnership or corporation.
   PET. Any animal owned or harbored by any person, group of persons, partnership or corporation, except service animals or police or other governmental entity’s animals.
   RABIES VACCINATION. The injection, by a licensed veterinarian, of a dog, cat or other animal with a rabies vaccine licensed by U.S.D.A. and approved by the State Board of Animal Health.
   WILD ANIMAL. Any animal other than:
      (1)   Domestic animals;
      (2)   Small non-poisonous aquatic or amphibious animals;
      (3)   Small caged birds; or
      (4)   Small non-poisonous snakes or reptiles.
