§ 91.02  PURPOSE.
   (A)   The purpose of this chapter is to prohibit inhumane treatment of all animals, to prohibit illegal dumping of unwanted animals and to keep owned animals properly restrained in all of the county, to provide guidance for the investigation of animal bite and neglect complaints, and to establish penalties for violations thereof. This chapter is intended to protect the citizens of the county from health hazards of uncared for animals, vicious dogs and uninoculated dogs against rabies.
   (B)   It is not the intention of this chapter to prohibit the activities of citizens of the county from lawfully engaging in legal hunting and fishing activities. Rather, the primary intent of the ordinance is to prevent animal abuse and irresponsible pet care, to promote proper pet care and spaying and neutering of pets. Enforcement of animal management laws is important in keeping stray and vicious dogs and cats off the streets and county roads, and to ensure that all animals are being cared for properly. Fines and sanctions are meant to deter violations of this chapter.
