§ 71.11  APPLICABILITY AND EFFECTIVE DATE.
   (A)   This chapter shall apply only to the areas of the county outside the jurisdiction of the towns and incorporated areas of the county.
   (B)   This chapter shall become in full force and effect from and after its adoption by the Board of Commissioners and its publication in accordance with I.C. 5-3-1.
   (C)   Any violation of the provisions of this chapter that occurred prior to the enactment of this chapter, and which was a violation of existing state law, shall not be exempted from enforcement under this chapter.
