If the application is rejected, the cash bond as set from time to time by resolution of the Board of Supervisors, less any unpaid advertising expense as provided above, shall be returned to the applicant. The application fee shall be retained. Any rejected application that is resubmitted must be accompanied by an application fee as set from time to time by resolution of the Board of Supervisors.
