§ 50.03  APPLICATION FOR OPERATION OF SOLID WASTE DISPOSAL AREA; FEE; BOND.
   (A)   Any person desiring to secure permission to operate a garbage, refuse, ash or fly ash disposal, processing or storage area, or desiring to permit his or her land situated within the township to be used for said purpose or purposes, must file an application with the Administrative Secretary/Treasurer of the Board of Supervisors of the township setting forth in detail:
      (1)   The name, place of residence and post office address of the person or persons desiring to operate said area;
      (2)   The names, places of residence and post office addresses of the owner or owners of the land on which the operation is proposed to be conducted;
      (3)   An engineering or survey plot based upon a true and accurate survey of the premises which the operator and landowner proposes to be used in the operation. Said plot or survey must be prepared by a duly registered surveyor and be based upon an actual field survey made by a surveyor duly registered and licensed under state law;
      (4)   A detailed statement of the proposed operator’s past experience in the operation of any garbage, refuse, ash or fly ash disposal, processing or storage area, his or her past experience with operating any sanitary landfill, processing place or storage area and his or her present qualifications for operating a sanitary landfill, processing place or storage area; and
      (5)   A detailed statement of what the proposed operation will be and the manner in which it will be conducted.
   (B)   The aforesaid application, to be filed with the Township Administrative Secretary/Treasurer, must be signed by both the proposed operator and the landowner. Said application shall be sworn to by the operator and landowner or landowners and shall be accompanied by the following:
      (1)   An application fee, in the amount as set from time to time by resolution of the Board of Supervisors, in cash or certified check; and
      (2)   A cash bond in the amount as set from time to time by resolution of the Board of Supervisors.
   (C)   In addition to the above, the Board of Supervisors may request such other information to be provided by both the operator and the landowner as may be reasonable under the circumstances.
