§ 33.30 LEGISLATIVE INTENT AND APPLICABILITY.
   The background of this subchapter and the legislative intention of the Board of Supervisors (“Board”) and the Borough Councils of Georgetown and Hookstown (“Councils”) in enacting it are as follows:
   (A)   Greene Township (“township”) is a municipal corporation and township of the Second Class and Georgetown and Hookstown are municipal corporations and Boroughs organized and existing under the laws of the Commonwealth of Pennsylvania.
   (B)   The General Assembly of the Commonwealth of Pennsylvania has provided for intergovernmental cooperation in the performance of governmental functions and powers by the Act of December 19, 1996, P.L. 1158, No. 177 § 2301, as amended.
   (C)   The Intergovernmental Cooperation Act authorizes two or more local governments or an authority in the Commonwealth to jointly cooperate in the exercise or in the performance of their respective governmental functions, powers or responsibilities, so long as the municipality adopts an ordinance so providing.
   (D)   The Board and the Councils desire to enter into an agreement whereby the township will provide snow removal, patching, grading and repairs on the streets, roads and alleys of Georgetown and Hookstown.
   (E)   The Board and the Councils have determined that it is in the best interests of the township, Georgetown Borough and Hookstown Borough to enter into the aforementioned agreement.
