§ 34.02 ORGANIZATION MEMBERSHIPS AND SUBSCRIPTIONS.
   (A)   The City Council, at its discretion, may make annual appropriations of city monies for the following purposes:
      (1)   To pay membership dues for the city or its several officers or employees, as appropriate, in local, state, regional, national, or international organizations of a governmental, civic, or educational nature whose purpose and functions are related to the betterment of the city government;
      (2)   To pay fees and costs, including reasonable expenses of travel, lodging, and sustenance, for the several officers or employees to attend meetings or programs conducted by organizations described in division (A)(1) above; and
      (3)   To purchase or subscribe to publications, technical assistance services, and similar services offered by organizations described in division (A)(1) above which are related to the betterment of the city government and improvement of its operations.
   (B)   The appropriate officers of the city may include the amounts of anticipated expense as line items in the annual budget estimate, and the City Council may accordingly appropriate funds therefor as other monies are appropriated.
