§ 31.31 VACANT OR NEW POSITIONS; NOTICE TO CURRENT EMPLOYEES; APPLICATIONS FROM CURRENT EMPLOYEES.
   (A)   Whenever a vacancy occurs, or a new position is created, it shall be posted on the bulletin board for three working days, during which time any employee covered by this agreement may make application by submitting in writing his qualifications. The notice shall state all necessary information pertaining to the job to be filled, including wage rates. For the purpose of all applications, seniority shall be applied according to the length of service within the bargaining unit, provided that the following factors are considered:
      (1)   Seniority;
      (2)   Necessary qualifications;
      (3)   Ability to perform the work; and
      (4)   Physical fitness.
   (B)   When factors (2) and (3) are relatively equal, as determined by the Utility Superintendent, length of service shall govern. On temporary job vacancies, qualified employees with highest seniority will be assigned. When temporary jobs are over, the employees will return to previously assigned jobs.
