§ 31.25 HOLIDAYS; HOLIDAY PAY.
   All regular employees covered by this agreement who do not perform work on the day before New Year’s Day, New Year’s Day, Ash Wednesday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, the day before Christmas, Christmas Day, and the employee’s birthday, shall receive eight hours pay at the regular rate of pay. If a birthday falls on a non-working day, Saturday, or Sunday, the Superintendent will schedule it as a compensatory day, mutually agreeable to both parties. When a holiday falls on a Saturday, the preceding Friday is to be observed. When the Fourth of July falls on a Sunday, the preceding Friday is to be observed. When Christmas Day and New Year’s Day fall on Sundays, the preceding Thursdays and Fridays are to be observed. Employees who are required or scheduled to work on any of the above holidays shall receive time and one-half for all time worked, plus eight hours holiday pay. Employees scheduled on holidays to raise and lower flags in the city shall receive four hours pay for putting up flags in the morning, and four hours pay for taking flags down in the afternoon, straight time, plus eight hours holiday pay.
