All green areas, green area buffers, and green area islands (collectively referred to herein as “green areas”) shall be landscaped with grass, shrubbery, and trees. The following number of trees shall be required: (i) one tree for every 100 lineal feet of the perimeter of the lot area allocated for the use: and (ii) in addition, 12 trees per acre of green area. All trees shall have a trunk diameter of two and one-half inches, one foot above the ground (the “required trees”). The required trees shall be planted as follows: (i) at least one tree compliant with Indiana Department of Natural Resources, Indiana Community Tree Selection Guide (the “Guide”) recommendations per every 100 lineal feet of green area buffer plus one additional tree shall be located and evenly spaced within the green area buffer; and (ii) as otherwise provided herein. All Required Trees shall be the largest tree recommended by the Guide for the space available and shall be in accordance with any applicable Indiana Department of Transportation regulations. When, in the sole discretion of the Utility Department, a tree within a green area, a green area buffer, or a green area island could adversely affect utilities in or near the green area, the green area buffer, or a green area island, such tree shall be located elsewhere upon the lot area allocated for the use or a contribution in the amount (based on the current market price of appropriate tree(s) as herein defined and mandated three-year care valued at the rate established by the IDNR Community and Urban Forestry Grant Program requirements) shall be made to the Greendale Tree Board to be used exclusively to plant a tree upon city property. In case of loss, death, or life-threatening damage to a tree, that tree shall be replaced in accordance with the above requirements at the owner’s expense. The owner shall submit to the Planning Commission a landscaping plan depicting the lot, the lot area allocated for the use, the green area, the green area buffers, the green area islands, the type, size, and location of landscaping devices, and any additional data necessary to determine the landscaping plan complies with the Greendale Municipal Code. The landscaping plans must be approved by the Planning Commission before an improvement location permit is issued. This section shall apply to all local business districts and multi-family residential zoning districts.
