All amendments to this chapter shall be in conformance with the provisions of I.C. 36-7-4-607 through 36-7-4-609, and all acts amendatory thereto. Any proposed amendment shall be submitted to the Plan Commission for report and recommendation prior to any action thereon by the City Council. If the Plan Commission recommends against the enactment of any proposed amendment, it shall become effective only by a three-fourth vote of the City Council.
