(A) The City Engineer is hereby authorized to make surveys for the purpose of and to designate numbers for each building site within the corporate limits of the city. The number assigned to each building site as designated by the City Engineer is ratified and confirmed by the City Council. However, the Plan Commission, pursuant to I.C. 36-7-4-405(b):
(1) Shall approve all street numbers assigned to buildings or lots as hereinbefore provided;
(2) May develop and prescribe a uniform and standard system of street numbers to be assigned to buildings or lots within the city; and
(3) May itself make surveys and designate numbers for building sites, or may provide for some other person to do so, in lieu of the City Engineer.
(B) Information on the assigned street numbers shall be given to the proper postal officials.
