§ 153.02 MEMBERSHIP.
   (A)   The membership of the City Plan Commission shall be as provided by statute, and shall consist of seven to 13 members to be appointed as follows.
      (1)   The City Council shall designate as members of the City Plan Commission three persons in the city government. Members appointed under this division to serve on the Plan Commission shall continue to serve for as long as they continue to hold the city office held by them at the time of their appointment to the Plan Commission, unless they sooner resign from the Commission or are removed for cause; however, if any such Commission member is appointed from the membership of the City Council, the City Council may, at its first regular meeting of any year, appoint a different one of its members to serve on the Plan Commission.
      (2)   Four citizen members of the City Plan Commission shall be appointed by the Mayor of the city. As the respective terms of the citizen members of the City Plan Commission appointed under this division expire, each new appointment shall be for a term of four years. Members appointed under this division shall be residents of the jurisdictional area of the City Plan Commission; shall hold no other municipal, county, or state office; and not more than two of the citizen members shall be members of the same political party.
      (3)   In the event that the City Plan Commission exercises planning and zoning jurisdiction over any area outside the corporate limits of the city under I.C. 36-7-4-205(j), two, four, or six additional citizen members of the City Plan Commission shall be appointed by the County Board of Commissioners as follows.
         (a)   Two members shall be appointed, one for an initial term of one year and one for an initial term of four years, the terms expiring on the first Monday of January of the first or fourth year, respectively, following the year of their appointment.
         (b)   The County Board of Commissioners may also appoint two or four further citizen members if it finds the further representation justifiable, and in accordance with the criteria set forth in I.C. 36-7-4-215. The Board of Commissioners shall determine and specify the initial terms of the further members at the time of their initial terms of the further members at the time of their initial appointment, but not to exceed four years.
   (B)   After their initial terms, new appointments shall be made for four-year terms. Members appointed under this division (B) shall be residents of the unincorporated portion of the planning jurisdictional area; shall hold no other municipal, county, or state office; and no more than one-half of all members so appointed shall be members of the same political party. Members appointed under this division shall cease to be members of the City Plan Commission if the city ceases to exercise extraterritorial planning and zoning jurisdiction.
