§ 30.51 DEPARTMENT OF REDEVELOPMENT; REDEVELOPMENT COMMISSION.
   (A)   Established. There is hereby created and established a Department of Redevelopment for the city, to be under the control of a five-member board to be known as the City Redevelopment Commission.

   (B)   Membership. The Redevelopment Commission members shall be appointed and serve as follows.
      (1)   The Mayor shall appoint three members and the Council shall appoint two members of the five-member Commission.
      (2)   Each Redevelopment Commissioner shall serve for one year from the first day of January after his or her appointment and until his or her successor is appointed and has qualified, except the original Commissioners shall serve from the date of their appointment until the first day of January in the second year after their appointment. If a vacancy occurs, a successor shall be appointed in the same manner as the original Commissioner, and the successor shall serve for the remainder of the vacated term.

   (C)   Qualifications. Commission members are subject to certain requirements as follows.
      (1)   Each Redevelopment Commissioner, before beginning his or her duties, shall execute a bond payable to the state, with surety to be approved by the Mayor. The bond must be in the penal sum of $15,000 and must be conditioned on the faithful performance of the duties of his or her office and the accounting for all monies and property that may come into his or her hands or under his or her control. The cost of the bond shall be paid by the special taxing district.
      (2)   A Redevelopment Commissioner must be at least 18 years of age, and must be a resident of the city.
      (3)   If a Commissioner ceases to be qualified under this section, he or she forfeits his or her office.
   (D)   Oath of office. Each Redevelopment Commissioner, before beginning his or her duties, shall take and subscribe an oath of office in the usual form, to be endorsed on the certificate of his or her appointment, which shall be promptly filed with the Clerk-Treasurer.

   (E)   Salary. Redevelopment Commissioners are not entitled to salaries, but are entitled to reimbursement for expenses necessarily incurred in the performance of their duties.

   (F)   Powers and duties. The powers and duties of the Redevelopment Commission are as follows.
      (1)   The Department of Redevelopment and the Redevelopment Commission are vested with that authority as provided by I.C. 36-7-14-12.2.
      (2)   Full and complete written minutes of each meeting of the Redevelopment Commission shall be prepared by it and a copy thereof shall be promptly delivered to the Mayor, each Member of the Council, the Clerk-Treasurer, and the City Attorney, and the Commission shall maintain all its records in the administration office of the city.
