§ 130.04 TAMPERING WITH FIRE HYDRANTS PROHIBITED.
   It shall be unlawful for anyone, except authorized firefighting personnel or personnel of the City Utility Department in the performance of their duties, to in any manner tamper with or make use of any fire hydrant situated in the city without the express written consent of the Manager of the City Utility Department or the President of the City Council. However, this section does not prevent any person, in an emergency, from activating or using any sprinkler system or an emergency fire hose within or appurtenant to a building for the purpose of combating a fire pending the arrival of qualified firefighting personnel. Any person violating the provisions of this section shall be liable to a fine as set forth in § 10.99, and shall additionally be liable for any damages to city property sustained through the violation.
