The seven Council Members of the City Council shall be elected to office as follows.
(A) District members. Five Council Members shall serve as district members. They shall be elected to office only by the voters of the Council district in which the respective candidate/Council Member and voters reside.
(B) At large members. Two Council Members shall serve as at large members. They shall be elected to office by the voters of the entire city.
