(A) The Clerk-Treasurer shall present the application for the license when properly executed to the Council. The Council may require the personal appearance of the applicant, and in addition, may require the investigation of matters by the Police Department or other investigating private or public agency it considers appropriate to consideration of the license and the cost thereof shall be paid by the applicant subject to the further requirement of a deposit of the costs in advance.
(B) Notwithstanding compliance with any or all other provisions of this chapter, the Council may, in its discretion, reject or deny any application for a commercial vehicle or operator license if the Council finds there is an insufficient need or it would be detrimental to the welfare of the community; issue a permit subject to special conditions as it deems appropriate for the safety or welfare of the passengers of commercial vehicles and/or the community.
