This chapter is applicable to all commercial vehicles used to transport passengers whether the transport is incidental to a business and provided without charge or if a fare is charged for the transport by a vehicle by means of either a charge for the vehicle or to each passenger. Any charges for the transport of a passenger or passengers by a commercial motor vehicle shall be in compliance with that as determined and approved from time to time by the city.
