(A) Each commercial vehicle shall have evidence of fully paid primary insurance during its license period for coverage upon liability for bodily injury or property damage to passengers or others with limits as determined by the seating capacity as follows:

4 or less | $300,000 |
(B) The Clerk-Treasurer shall not issue any license and shall revoke any license issued for any vehicle for which it appears is not covered by insurance as provided.
