(A) This chapter applies to all motor vehicles, including automobiles, vans, limousines, and other similar vehicles used to carry or transport passengers for hire, commercially, or incidental to a business or other commercial enterprise.
(B) This chapter does not apply to buses, vans, or other vehicles used only to transport students to or from public or private school facilities or functions, however, it shall apply to other transportation of passengers.
