§ 94.16 MAINTENANCE OF TRASH AND DEBRIS PROHIBITED.
   No person shall fail to keep his or her real estate in a clean and neat condition free of trash and debris. This restriction includes, but is not limited to, the leaving in any area open to view of broken, discarded, or disused furniture, household appliances or equipment; or machinery or machine parts; waste paper, cardboard, packing boxes or materials; scrap lumber, bricks, masonry, shingles and other construction materials; scrap metal, old tires, and rubber or plastic products; piles of old grass cuttings, leaves, plant trimmings, and dead limbs; broken or discarded glass, glassware, or crockery; and similar junk and refuse. All the materials must either be removed and properly disposed of or must be stored in areas where they cannot be seen from public property or adjoining premises. However, this section shall not be construed to prohibit the maintenance and operation of a public or commercial scrap yard, salvage operation, refuse transfer facility, or landfill located in a properly zoned area and operated in accordance with City Zoning Ordinance.
