It shall be the duty of owners or occupants of real estate in the city to remove by 10:00 a.m. of the following day all snow and ice from the sidewalks fronting along and abutting the property owned or occupied thereby, and to keep the sidewalks clear of snow and ice. Any person failing to comply with this section shall be liable to a fine as set forth in § 10.99.
