It is unlawful to litter, engage in disorderly conduct while loitering, or to maliciously destroy city property on parks or playgrounds, or on any public place, and for violation of this section each person convicted shall be fined as set forth in § 10.99, and shall additionally be liable to the city for any damages sustained to its property.
