It shall be an unlawful act for any person to leave an abandoned vehicle anywhere within the city for more than 72 hours beyond the time when the vehicle is first declared to be abandoned and tagged as hereinafter provided. Any person who leaves an abandoned vehicle in violation of this section shall be liable to a fine as set forth in § 10.99 in addition to any costs for towing and storage of the vehicle.
