(A) The Clerk-Treasurer shall cause a rate sufficiency analysis of the electric, water, and sewer utilities to be performed no less than once every four years. Except that, upon the advice and consent of the Board of Public Works, the Clerk-Treasurer may cause a cost of service study to be performed in place of a rate sufficiency analysis.
(B) The Clerk-Treasurer shall deliver the findings of the rate sufficiency analysis, or when appropriate the cost of service study, to the Common Council of the City of Greendale upon the completion of each report.
(C) This section shall become effective from the date of its passage and the rate sufficiency analyses, or when appropriate the cost of service study, must be performed within four years from the effective date of this section and within every four years thereafter.
