(A) Pursuant to State Examiner Directive 2021-1, the Common Council of the City of Greendale Commissioners does hereby create Fund Number 176, which is a special, non-reverting fund designated as the ARP Coronavirus Local Fiscal Recovery Fund.
(B) Any monies deposited into said Fund may only be utilized for the following purposes:
(1) To respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality;
(2) To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers of Greendale, Indiana that are performing such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work;
(3) For the provision of government services to the extent of the reduction in revenue of the City of Greendale, Indiana due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year of the City of Greendale, Indiana prior to the public health emergency;
(4) To make necessary investments in water, sewer, or broadband infrastructure; and/or
(5) Funds made available may be transferred to a private non-profit organization (as that term is defined in paragraph 17 of § 401 of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11360(17)), a public benefit corporation involved in the transportation of passengers or cargo, or a special purpose unit of state or local government.
(C) Funds must be appropriated, disbursed pursuant to the plan outlined herein, and disbursed pursuant to the normal claims process in I.C. 5-11-10-1.6.
(D) The Common Council of the City of Greendale, Indiana hereby establishes the ARP Plan. The plan shall require the Common Council hold a public hearing to discuss the use of the funds prior to the appropriation of said funds.
