For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DEALER. Any person engaged in buying, selling, or trading in motorized bicycles, either new or used, as a regular and normal part of his or her business enterprise.
MOTORIZED BICYCLE. Any vehicle having two or more wheels in contact with the ground, exclusive of a self-propelled wheelchair intended to be used by handicapped persons. Commonly known as a MOPED.
OWNER. Any person, other than a dealer in connection with his or her business, who has formal title to or who exercises possessory control over a motorized bicycle by virtue of purchase, lease, exchange, gift, or otherwise.
