Every license granted shall be deemed to be granted subject to the following conditions.
(A) Every bicycle shall be operated with reasonable regard to the safety of the operator and any persons or vehicles upon the streets and public highways of the city.
(B) All persons riding or propelling bicycles shall observe all traffic signs and lights and all traffic rules and regulations in the same manner as other vehicles using the streets or public highways.
(C) No person shall ride or propel a bicycle upon any street or public highway of the city abreast of any other bicycle.
