(A) Any transfer of a bicycle from one person to another shall be made by the Police Department and a transfer fee of $.50 shall be charged.
(B) Transfers of bicycles shall be reported as follows.
(1) Any dealer or person engaged in the business of buying secondhand bicycles shall report to the Police Department the name and address from whom the bicycle was purchased, the description of the bicycle, the number of the license thereon, and any other pertinent or identifying features of the bicycle.
(2) Any dealer or persons engaged in the selling of new or used bicycles shall report to the Police Department the name and address of the person to whom the bicycle was sold, the description of the bicycle, the number of the license thereon, if any, and any other pertinent identifying features of the bicycle.
(3) (a) It shall be the duty of every person who sells or transfers ownership of any bicycle to report the sale or transfer by returning the registration card of the bicycle to the Police Department within ten days of sale or transfer.
(b) It shall be the duty of the purchaser or transferee of any bicycle to apply for a transfer of registration within ten days of the purchase.
