§ 71.06 REMOVAL OF PARKED VEHICLES DURING SNOW EMERGENCY.
   A snow emergency shall be presumed to exist whenever snow has accumulated on the ground to a depth of four inches or more. During a snow emergency, it shall be unlawful to leave any vehicle parked on the streets, irrespective of whether the parking may be lawful at other times, so that the efforts of the city to clear the streets of snow are impeded by the parked vehicles. If the City Manager finds that the presence of parked vehicles does so impede snow removal on any street, he or she shall cause three blasts of a fire siren to be sounded within each affected block of the street as a signal to persons to remove all parked vehicles within one hour of the sounding of the signal. The City Manager may additionally employ any other available means to notify the public. Any vehicle which is not removed from the street within one hour from the time that a siren is sounded within the block as herein provided may be towed away and stored at the owner’s expense, subject to the same towing and storage charges as provided under a contract and schedule adopted under § 90.04. When a presumptive snow emergency exists as herein defined, failure of a person to hear or understand a further signal or other notice does not relieve the person from liability for towing and storage costs.
