§ 71.02 PARKING IN PROHIBITED AREA.
   All parking is prohibited in any space where signs are installed which display or show that this is a “no parking” zone or the sign displayed shows the length of time a vehicle may be parked. The fact that a vehicle is parked in any of these marked areas or longer than the displayed sign shows shall be deemed prima facie evidence of the unlawful parking of the vehicle by its owner and/or operator. It shall be unlawful and a violation of the provisions of this chapter for any person to cause, allow, permit, or suffer any vehicle registered in the name of, or operated by, the person to be parked in a no parking zone or parked overtime or beyond the period of legal parking time established for any parking zone herein described. However, commercial trucks may park in the no parking zone or limited time parking zones to load or unload merchandise only. Should the truck be parked longer than 30 minutes, the owner or operator shall be in violation of this chapter unless he or she has obtained the special permission of the Police Chief. The giving of this permission shall be within reason and at the discretion of the Police Chief. Any vehicle parked in a no parking zone, or any vehicle parked in a limited time parking zone for a longer period of time than specified, may be moved by the city police officers and all towing and expense charges must be paid by the owner or operator to the party who was ordered to move the vehicle.
