§ 30.01 ORGANIZATION.
   (A)   To the extent state law requires that powers of city government be divided between executive and legislative branches, this organization subchapter is intended to so provide. This subchapter shall be interpreted to be consistent with the requirements of state law.
   (B)   To the extent the Home Rule Law allows municipal governments to choose the manner for exercising their authority, this subchapter specifies how some municipal powers shall be exercised and what board, commission, department, or utility is responsible for municipal operations undertaken pursuant to those powers. Relying on the Home Rule Law, this city government has chosen not to designate, as either executive or legislative, several municipal operations or the boards, commissions, departments, or utilities responsible for them.
   (C)   All operations of the city not specifically identified in this subchapter as being a part of the executive or legislative branches, including those under certain statutory boards and commissions, shall be managed or conducted, as required by this subchapter or by statute, without consideration as to whether they are an executive or legislative function.
