§ 50.04 UTILITY SINKING FUND ACCOUNT.
   There is hereby created a Utility Sinking Fund Account in the Utility Department of the city for the purpose of paying all outstanding bonds and interest against the water and electric utilities for the city. No checks may be issued against the Utility Sinking Fund Account for any purpose other than payment of outstanding bonds and interest against the water and electric utilities of the city.
