The municipal utilities of the city shall be governed by a Utility Board consisting of the Members of the City Council, as described by I.C. 8-1.5-3-3(a)(2). Any action heretofore taken by any body acting as a governing board of the municipal utilities, and so constituted as provided in this section or otherwise lawfully constituted at the time, is hereby fully confirmed, ratified, and legalized in accordance with the powers of the City Council under I.C. 36-1-4-16.
