(A) Any owner or occupant of any establishment or institution at which litter is attendant to the packing and unpacking and loading and unloading of materials at exterior locations shall provide at such establishment or institution watertight, covered containers, constructed of durable material and having a capacity of at least 50 gallons for the disposal and storage of such litter, and shall, at all times, maintain the dock area free of litter in such manner that litter will be prevented from being carried or deposited by the elements on any public place or private property.
(B) Whoever violates this section is guilty of a misdemeanor of the third degree. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
