§ 76.20 SNOW EMERGENCIES.
   (A)   In order to facilitate the cleaning of public streets and expedite the free flow of traffic, motor vehicles shall not be parked on public streets in the city at such times as the United States Weather Bureau records indicate that two inches of snow has fallen and that there is a prospect of further snowfall. Law enforcement officers are authorized to provide for the removal of any motor vehicle parked in violation of this section.
   (B)   It is the responsibility of the owner or operators of motor vehicles to ascertain whether or not conditions require the removal of their motor vehicles from the streets designated, and to remove all cars parked in violation of this section. The city shall use all available means to disseminate information as to the existence of weather conditions requiring removal of parked motor vehicles from the areas designated, including radio, television, newspapers and other available media to the extent feasible. The dissemination of this information does not relieve owners or operators of motor vehicles from the responsibility of ascertaining the existence of weather conditions requiring the removal of parked motor vehicles from the areas designated.
   (C)   Any motor vehicle that is removed pursuant to this section shall be towed in accordance with any city towing ordinance in effect at the time.
   (D)   Whoever violates this section is guilty of a minor misdemeanor. In addition, where a motor vehicle is towed to a motor vehicle pound, the motor vehicle may be recovered only upon the payment of the towing charges to the impound lot.
