This chapter shall apply to all residential, commercial, industrial or institutional facilities responsible for discharges as described in § 52.01(A) and on any lands in the city and:
(A) Where the city has entered into a memorandum of agreement with another governmental entity to provide such service; and
(B) Except for those discharges generated by the activities detailed in § 52.07.
